reviews
When various stakeholders obtain useful information, the organisation
needs to be able to ‘learn’ from it. The organisational learning literature
includes several interesting articles explaining both the barriers and the
processes of achieving higher levels of learning. At the project level,
however, literature and practical applications are less frequent. A notable
exception is the article of von Zedtwitz (2002), who conducted a series of in
depth interviews to explore the different levels of learnings achieved from
reviewing R&D projects. Using organisational learning literature, they have
argued that double loop learning, i.e. learning which leads to changes on how
the system operates, should be the ultimate aim of project reviews. They argued
that there are several behavioural barriers that limit the potential for
learning, and they developed a model that would help address it.
